Claudia writes:

まで = until (a time) / up to (an entent/amount)

までに = by (time only)

When used in the context of time まで means "until" but when used with an amount it would be "up to" in English.

e.g 30センチまでできると思います。- I think I can do up to 30cm.

e.g 5人までもんだいないです。- Up to 5 people should be fine.

までに is only used for time "no later than"
